On 17 December 2007,
Professor Maciej Nowicki, Minister of the Environment, gave briefing for
journalists to summarise the 13th Conference of the Parties to the United
Nations Framework Convention on Climate Change (UNFCCC) serving as the
3rd Meeting of the Parties to the Kyoto Protocol (COP13/MOP3) that was
recently held in Bali, Indonesia.
- "Reduction by 20 % of
carbon dioxide emissions by 2020, as related to the 1990 base year, was
the message provided by the European Union during the Conference. The EU
is even capable of making a higher effort and to reduce the emissions even
by 30 %, provided that other countries will also assume the relevant quantitative
commitments. That precondition has been just modified" - said Professor
Maciej Nowicki.
"- Discussion was held on
the meeting to include the following wording into the final document summarising
the Bali Climate Conference: - "Developed countries will make efforts to
reach such consensus that their emissions be reduced between 25 and 40%
by 2020. By 2050, the world community should reduce its carbon dioxide
emissions by 50%" - said Professor M. Nowicki.
He also said that the Bali
Action Plan is the most important document which was approved in result
of long negotiations. This document does not contain any figures but the
provisions like - "The world community agrees to commence negotiations,
including the issues thereof", and also a recital; was included in this
document that calls for negotiations to be complete in 2009.

also said that the methods for reduction of carbon dioxide and other greenhouse
gases, the technology transfer, the adaptation to climate change, and the
financial mechanisms will be the major issues of the post-conference negotiations.
"- For developing countries, it is important to improve their access to
various funding sources, to indicate the innovative financing methods,
and to secure the need to mobilise both the public and private sectors
for the purpose of financing" - said Professor M. Nowicki.
In December 2008, the 14th
Conference of the Parties to Climate Convention - COP14 - serving as the
4th Meeting of the Parties to the Kyoto Protocol (COP14/MOP4) will be held
in Poznań, Poland. "- Since much is being done worldwide in the scope of
reduction of greenhouse gas emission technology, technology transfer, funding
sources, and adaptation to climate change, a bulk of knowledge could be
collected and used to organise pavilion for the next meeting of the Parties
to present the relevant good practices worldwide. That concerns also all
innovations relating to greenhouse gas emission, beginning from the simplest
solutions towards the most advanced technologies. Another element relates
to focussing attention on all potential funding sources" - said the Minister.
