The Presidency of the Council changes on a rotational basis every six months. In other words, each EU country takes in turns the responsibility for the agenda of the Council’s session and leads all of its meeting for six months, following the legislative and political decision-making and working out compromises between the Member States.

The preparation and holding the Presidency in the EU Council is linked with the necessity to coordinate several thousands of meetings, both formal (dedicated to discussing the current affairs) and informal (in order to exchange views on long-term issues), in Brussels, Luxembourg and in the country holding the Presidency, including the meetings at the highest level (European Council, summits with the leaders of third countries). The key role of the Presidency consists in elaborating agreements between the Member States, especially when sensitive or controversial issues are being discussed.

The representation of the Council towards the EU institutions, especially towards the European Commission and the European Parliament, is another task of the Presidency. This assignment requires primarily the procedural and substantive expertise, both at political and clerical level. For half a year, the country holding the Presidency conducts the works of the Council, shapes its relations with institutional partners, chairs the working meetings and regularly informs the European Parliament about the ongoing works.
