general responsibilities
- Initiate the Minister's political and substantive activities,
- Prepare, conforming to the current Governmental Programme, the political and programme strategy and any other guidance concerning the Minister's activities, as well as to chesck the activities being carried out by particular Ministerial organisational entities in this regard,
- Analyse political, economic and social developments and processes in the aspect of the Governmental policies with particular regard to the Minister's responsibility profile,
- Co-operate with political parties, Parliamentary Clubs, governmental and self-governmental administrative authorities, non-governmental organisations, and other Ministers' Political Offices,
- Provide for planning and arrangements of the relevant consultations and advice, and to draft the opinions concerning the implementation of the Minister's,
- Analyse and provide advice on the documents to be submitted to the Minister for signature,
- Create and coordinate the Minister's informative and medial policy,
- Manage the Minister's Work-Plan,
- Provide surveillance of correspondence materials being addressed to the Minister,
- Provide advice on the rightfulness, vis á vis the Governmental political objectives, of the draft proposals for the Minister's visits and meetings, including on the conformity of texts of the draft Ministerial positions and statements, as prepared by the relevant organisational entities.

- Implement the Minister's responsibilities as of the Dispatcher of the part of the State Budget, and in particular to:
- Prepare the draft Plan of Incomes and Expenses of the executive scheme for this part of the State Budget which is in Minister's disposition, and enforce the Principal Dispatcher's Financial Plan,
- Set up the resources from the State Budget target funds and introduce, where necessary, the amendments in the sectoral entities' Plan of Expenses,
- Provide for surveillance over financial management of the second and third level dispatchers of the State Budget those are the subordinates to the Minister, and also prepare the sectoral combined budgetary reports and balance sheets, as well as the Principal Dispatcher's Individual Budgetary Reports and Balance Sheets,
- Manage the matters which relate to laying down the remuneration principles for the employees of the budgetary entities subordinate to and supervised by the Minister,
- Provide servicing of credit resources originated from the international financial institutions,
- Participate to implementation of the Infrastructure and Environment Operational Programme in the scope of financing and clearing the priority axes for which the Minister of the Environment is the Intermediate Body,
- Participate to implementation of the projects which are covered by technical assistance under Infrastructure and Environment Operational Programme - Technical Assistance - in the scope of financing and clearing the assistance provided to the Beneficiaries,
- Participate to implementation of projects under Financial Mechanism of the European Economic Area and the Norwegian Financial Mechanism, in the scope of financing and clearing the Implementing Body,
- Supervise the use for economic purposes of the State Treasury resources being under permanent management of the organisational entities subordinate to Minister responsible for the environment,
- Implement the tasks relating to supervision over the Foundations active in the field of environmental protection and water management,
- Register the non-budgetary domestic financial flows, except for the domestic resources earmarked for co-funding of the tasks financed with the foreign resources that are under the Minister's governance and/or disposition.

- Set out the priority directions for the Minister's activities in specific branches of geology,
- Grant concessions for the prospection, exploration and extraction of such strategic fossil mineral resources as natural gas, petroleum, lignite, hard coal, methane from hard coal, metal ores, brines, healing and thermal waters, and also for underground storage of natural gas and petroleum, and underground waste storage - jointly with levying charges, in particular royalties, and exploitation fees, for such activities,
- Approve draft designs of geological works and geological documentations on fossil mineral resources, as well as geological-engineering and hydro-geological ones,
- Certify the qualifications relevant to perform, supervise and manage geological works,
- Collect and process geological data and make it available,
- Decree the right to use geological information,
- Provide for management of the prospecting works to survey the national geological structure, including the occurrence of the deposit perspectives, as well as the cartographic, hydro-geological, geological engineering works,
- Manage the matters which relate to implementation of the International Agreements in the field of geology, including those concerning the International Sea Bed Organisation and the INTEROCEANMETAL Joint Organisation,
- Manage popularisation and promotion activities in the field of the Polish geology with view of the opportunities for prospecting, exploration and extraction of fossil mineral resources,
- Exercise both the substantive surveillance over the Polish Geological Institute and the supervision over the State Mining Authority.

- Analyse the current status of waste management sector nationally,
- Prepare strategies, plans and programmes under the Community relevant legal acts and other documents in the field of waste management, including the National Waste Management Plan,
- Design legal, economic and organisational instruments which provide for implementation of the principles to protect the environment in the scope of waste management,
- Prepare the relevant draft Act and Regulations to this end,
- Participate to activities of the European Union bodies in the scope of setting out waste management and preparation of the relevant legal acts in the field of waste management,
- Collaborate with the Chief Inspector of Environmental Protection in the scope of managing the relevant databases on placing the products on the market and on waste management in the scope of implementation of the Ministers' responsibilities under provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Waste and Their Disposal,
- Implement the Ministers' responsibilities under provisions of the Stockholm Convention on Persistent Organic Pollutants,
- Prepare the relevant draft positions of the Government of the Republic of Poland and represent the Minister in activities pertaining to waste management issues in forum of the Organisation of Economic Cooperation and Development (OECD).

- Implement the activities aimed at preparation to and implementation of the Financial Mechanisms of the European Economic Area and the Swiss Financial Instrument and Coordinate the Minister's responsibilities relating to participation in the activities of the Working Group on the Joint Polish-German Environmental Projects,

- Prepare and update the manuals which set out the procedures and guidelines to be followed by the Applicants in the scope of implementation of particular projects under particular financial instruments being serviced by the Department,
- Provide substantive servicing of the IT Financial Monitoring and Control System (Polish acronym SIMIK) for the Structural Funds and the Cohesion Fund in the scope of the Departmental responsibilities,
- Cooperate with competent entities on implementation of the tasks pertaining to the current budget of the European Union in the field of the environment,
- Manage the matters in the scope of Minister's surveillance over the National Fund for Environmental Protection and Water Management, except for considering the legality of Resolutions adopted by the Fund's Supervisory Board and the matters which relate to granting of the Minister's consents for acquisition, purchase or sales of the company shares or stocks, or for acquisition, purchase or sales of the bonds by the National Fund for Environmental Protection and Water Management and its respective Voivodship Funds those are issued by entitles other than the State Treasury,
- Provide comments on the draft legal acts, plans, assumptions, programmes, reports, study papers and any other documents which pertain to the use of the EU funds in environmental sector,
- Represent the Minister on meetings, committees, working groups and conferences aimed at consumption of the UE resources dedicated to environmental investments in the scope of Departmental responsibilities.

- Coordinate the matters in the scope of the National System of the Eco-Management and Auditing Scheme (EMAS), sustainable development, the national environmental policy and any other Minister's responsibilities in the field of water management,
- Manage the matters in the field of the protection against noise and electromagnetic fields.

- Implement and update the National Programme of Woodiness Expansion, and cooperate with Ministry of Agriculture and Rural Development in the scope of improvement in forests other than the State-owned ones,
- Participate to the international initiatives relating to protection of forest and biological diversity in forests,
- Participate to activities of the Main Coordination Committee of the Ministerial Conference on the Protection of Forest in Europe (MCPFE),
- Cooperate with the European Forestry Institute on implementation of the principles for sustainable forest management,
- Conduct administrative proceedings in the scope of forestry, hunting and protection of forest land,
- Manage matters in the field of the Minister's surveillance over the "State Forests" National Holding, Forest Research Institute, Forest Seed Production Bureau and the Polish Hunting Association.

- Initiate and coordinate activities in the scope of the principal functions of the national parks (nature conservation, and activities in the field of scientific and research, education and promotion, and tourism) and implement the tasks in the scope of the Minister's surveillance over the national parks and the Natura 2000 sites which are entirely or in part thereof situated in the area of a national park,
- implement the tasks which relate to the protection and sustainable acquisition of wild fauna and flora through implementation of the provision in the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES),
- Cooperate with the authorities dealing with enforcement of the provisions in the CITES (Police and Customs Services),
- Perform the role of the national focal point and Biological Diversity Clearing House Mechanism (CHM) for the Convention on Biological Diversity, and for the Convention on the Protection and Sustainable Development of the Carpathians, and the Bonn Convention on the Conservation of Migratory Species (CMS) of Wild Animals, and the relevant Agreements concluded to date under the auspices of CMS,
- Implement the sectoral policy concerning modified organisms; manage the administrative procedures aimed at granting consents and permits for handling of modified organisms,
- Coordinate the inspection and monitor the activities in the scope of genetically modified organisms, and collect and exchange information on the human and environmental safety in this regard,
- Provide for technical and office servicing of the National Council for Nature Conservation and the cooperation between the Council's Presidium and Members thereof, and perform the intermediation function for the activities aimed at elaboration on the statements and advice to be provided by the Council for the purpose of environmental sector.

- monitoring of preparation and selection of projects for their co-financing, and concluding the co-financing contracts with Beneficiaries,
- verification of the Beneficiaries' and the Implementing Bodies' applications for payments, effecting the payments, and recovering the undue amounts paid,
- monitoring of project implementation, including the effects and the post-implementation impacts thereof, reporting in relation to the priorities implemented and the assessment thereof, collecting financial and statistical information and controlling the Implementing Bodies,
- Keep potential Beneficiaries informed on the principles for application to acquire the Community resources, promote the "Infrastructure and Environment" Operational Programme, and provide the relevant information to the media, the opinion-pronouncing circles and the general public on the effects resulting from the protection of the environment in Poland with application of the Community resources,
- Implement the tasks which relate to coordination of the Minister's participation to the implementation process of the LIFE+ Instrument in the context of delimitation of the demarcation line against the Programme's 5th Priority Axis,
- Implement the Minister's responsibilities as of the Intermediate Body for management of the "Growth of the Enterprises Competitiveness" Sectoral Operational Programme.

- Provide the office and organisational services to the Minister, Secretary of State, Under-Secretaries of State, and Director General of the Ministry, as well as other Ministerial officials in relation to both their visits abroad, and hosting foreigners visiting the Ministry,
- Coordinate the matters which relate to policies of the European Union, including participation by the Minister to the European Union decision making processes,
- Coordinate implementation of the tasks which relate to both the transposition of the Community legal acts into the Polish legal framework, and the enforcement of the Community laws, including the relevant commitment to report to the European Commission to this end,
- Implement the tasks which relate to the cases of suspicion of breaches of the Community laws, as lodged by the European Commission,
- Manage the coordination point of the European environmental policies under Electronic Document Exchange System (EDES),
- Coordinate preparation of the Minister's participation to debates to be held by the European Committee of the Polish Council of Ministers.

- Provide advice on and harmonise, with regard to their conformity to the current policies approved, the draft proposals for environmental strategies and programmes, assumptions, study elaborates, socio-economic plans an other documents prepared at the Ministry, as well as those delivered by the Polish Council of Ministers and Members thereof, the Permanent Committee of the Council of Ministers, the Parliament and Senate of the Republic of Poland,
- Develop, monitor and improve the principles for performance of the mechanisms which support implementation of environmental tasks (emission trading, joint implementation and clean development mechanism projects, etc.),
- Develop principles for and coordinate cooperation between the public administration authorities and the operators in the scope of allocation of the sectoral emission allowances under commitments assumed by Poland,
- Manage the cases in the scope of administrative proceedings under appealing procedure concerning the permits to participate in the Emission Allowance Trading Scheme,
- Participate to activities managed by the European Union bodies as falling in the Departmental activity profile, including those in the field of energy and climate policy,
- Provide advice on the materials and correspondence prepared by other organisational entities in relation to Poland's membership in the European Union, including the documents to be submitted for consideration by the European Committee of the Polish Council of Ministers, the instructions to be submitted during debates of particular bodies of the Council of Europe, and the statements to be forwarded to the European Commission, Secretariat of the Council of Europe, and the European Parliament,
- Promote the activities relating to rational use of energy and development of energy sector based on renewable energy resources,
- Manage, in collaboration with Department of International Cooperation, the matters which relate to implementation of the International Agreements, in particular those under:
- the Convention on Long-Range Transboundary Air Pollution, including its Protocols,
- the Vienna Convention on the Protection of the Ozone Layer, including the Montreal Protocol on Substances that Deplete the Ozone Layer,
- the United Nations Framework Convention on Climate Change and the Kyoto Protocol;
- Manage the matters in the scope of the Minister's supervision over the National Administrator of the Emission Allowance Trading Scheme.
