    general responsibilities

    • prepare the draft plan of Incomes and Expense for the State Budget and the funds from the European Union budget in the traditional system or as the performance-based budgeting, including the Dispatcher’s of the part of State Budget draft plan;
    • provide the supervision over the financial management of the second and third level dispatchers of State Budget, subordinate to the Minister’s, prepare the aggregate budgetary reports and statements of accounts as well as the Dispatcher’s individual budgetary reports and financial statements, within the scope of local funds and European funds, in the traditional system and the performance-based system;
    • prepare of petitions and decisions of the Minister concerning the amendments to the state budget and the European Union budget;
    • participate in planning and settling of technical assistance provided for the Institutions Implementing the Infrastructure and Environment Operational Programme;
    • participate in the implementation of the Infrastructure and Environment Operational Programme in the scope of financing and settlement of priorities, for which the Minister is the Intermediary Body;
    • settlement of limits, supervision and the conduct of the registry of European funds used by the Implementing Institutions on the basis of the implemented orders of payments in the domestic household;
    • participation in the implementation of projects within the framework of the European Financial Mechanism of the Economic Area and the Norwegian Financial Mechanism;
    • provide the cash flow from the state budget to the subordinate units, to the amount of the limit specified in their financial plans, and the intentional donation means handed down for other organizational units, on the basis of concluded agreements;
    • supervise the use for economic purposes of the State Treasury resources being under permanent management of the state budgetary units subordinate to and supervised by the Minister, including the preparation of the drafts of the Minister’s economic decisions;
    • implement tasks relating to the statutory supervision over the foundations active in the scope of the environmental protection and water management.

    • fulfil the tasks of the Minister as the intermediary institution in the management for the financial perspectives for 2004-2006 (Sector Operational Program ‘The Increase of Economic Competitiveness’; Strategy of the use of the Cohesion Fund);
    • organize and coordinate the tasks of the Minister as the intermediary institution in the management for the financial perspectives for 2007-2013 (Infrastructure and Environment Operational Programme);
    • organize and coordinate the programming process of the financial perspectives for 2014-2020 within the domain of the environment, including the coordination of the co-operation with the National Fund for the Environmental Protection and Water Management and with the regional funds for the environmental protection and water management;
    • organize and coordinate the Minister’s tasks within the scope of programming and implementation of the LIFE/LIFE+ tool, the Financial European Mechanism of the Economic Area, the Norwegian Financial Mechanism and other financial mechanisms;
    • cooperate with the General Directorate for the Environmental Protection and represent the Minister in the works of domestic network of environmental authorities and institutions managing the European Union funds “Partnership: the Environment for the Development”;
    • performance of tasks within the scope supervision over the fulfilment of functions of the Implementing Institutions by the National Fund for the Environmental Protection and Water Management, regional funds for environmental protection and water management and the Centre for the Coordination of Environmental Projects, within the framework of the Infrastructure and Environment Operational Programme;
    • performance of tasks in the scope of Minister’s supervision over the National Fund for the Environmental Protection and Water Management, excluding the supervision over the performance of tasks by the National Fund for the Environmental Protection and Water Management as the National operator of scheme of green investments and testing the conformity with the law of the resolutions made by the Board of Directors.

    • set out the priority courses of action for the Minister’s and the state geological service activities in specific domains of geology and main courses of the concessionary policy;
    • manage the affairs related to granting the concession and the establishment of the mining usufruct as well as tasks related to payments for the activity regulated by the law – Geological and Mining Law;
    • manage the affairs related to the management of geological information;
    • co-operate with the authorities of territorial council units within the scope of the sale of the property situated within the borderline of mining area;
    • conduct the administration procedures and ensure the replacement for the Minister in the proceedings before the regional administrative courts in affairs related to geology and mining;
    • conduct the proceedings on awarding the public procurement contract, being within the scope of properties of the Department;
    • manage the affairs within the scope of the Minister’s supervision on the Chairman of the National Atomistic Agency, the Chairman of the State Mining Authority and on the National Geological Institute – National Research Institute, including the fulfilment of tasks of the national geological service.

    general responsibilities

    • Analyse the current status of waste management sector nationally,
    • Prepare strategies, plans and programmes under the Community relevant legal acts and other documents in the field of waste management, including the National Waste Management Plan,
    • Design legal, economic and organisational instruments which provide for implementation of the principles to protect the environment in the scope of waste management,
    • Prepare the relevant draft Act and Regulations to this end,
    • Participate to activities of the European Union bodies in the scope of setting out waste management and preparation of the relevant legal acts in the field of waste management,
    • Collaborate with the Chief Inspector of Environmental Protection in the scope of managing the relevant databases on placing the products on the market and on waste management in the scope of implementation of the Ministers' responsibilities under provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Waste and Their Disposal,
    • Implement the Ministers' responsibilities under provisions of the Stockholm Convention on Persistent Organic Pollutants,
    • Prepare the relevant draft positions of the Government of the Republic of Poland and represent the Minister in activities pertaining to waste management issues in forum of the Organisation of Economic Cooperation and Development (OECD).

    • initiate the all-Polish media social campaigns which aim is to increase the ecological awareness of the Polish people and the promotion of the attitudes and social behaviours friendly for the environment;
    • popularize the education of balanced development in the school or extra school teaching;
    • coordinate the commission of the performance of public services on the basis of the act on the activity for the common good and voluntary activities;
    • coordinate matters related to regulated professions, for which the Minister is the Competent Authority;
    • conduct the information activity concerning the environment and its protection, in particular matters related to the access to the information on the environment, including the conduct of administration procedures and the assurance of the replacement for the Minister in the proceedings before the regional administrative courts with regard to these matters;
    • coordinate matters related to the access to public information, including the functioning of the Public Information Bulletin and issuing of the Official Gazette;
    • manage the Ministry’s library.

    • prepare legal, economic and organizational instruments within the scope of balanced forestry, nature protection, hunting, forest school, and genetically modified organisms;
    • coordinate the supervision and monitoring of the activity regulated by the act on genetically modified organisms and coordinate the accumulation and exchange of information concerning the assertion of safety for people and the environment within the scope of genetically modified organisms;
    • undertake the activity towards the protection and use of the forest resources and towards the maintenance of biological diversity;
    • undertake the activities to manage the populations of the game;
    • perform the tasks related to the management of the forests schools on behalf of the Minister and perform the pedagogical supervision over them;
    • conduct the administration procedures and provide the replacement for the Minister in the proceedings before the regional administrative courts in matters related to the scope of activity of the Department;
    • coordinate the evaluation of petitions on issuing the permission to purchase the property by foreigners;
    • manage matters within the scope of the Minister’s supervision on General Director of the Environmental Protection, National Forest Household “National Forest”, the Forestry Research Institute, The Office for the Forest Reproductive Materials Office”, Polish Hunting Association and national parks;
    • provide service for the National Council for the Environmental Protection and the Committee for the Genetically Modified Organisms.

    general responsibilities

    • prepare legal, economic and organizational instruments within the scope of the air protection;
    • perform the tasks within the scope of atmosphere protection, in particular:
      • establish air quality standards and standards for the emission of substances polluting the air,
      • supervise the preparation and execution of the programs for air protection,
      • initiate and act jointly in the elaboration of the emission factors of the substances polluting the air for various production technologies and defence techniques;
    • prepare, implement, monitor and improve the principles of operation of the flexible mechanisms of the Protocol from Kioto (schemes of mutual implementations and the mechanism of clean development);
    • coordinate the preparation of materials for the needs of the execution of reporting obligations in the scope of the greenhouse gas emission resulting from the European Union law and from the United Nations Convention on the Climate Changes;
    • conduct the negotiations within the scope of the sale of the emission assigned amount units (AAU) and monitor the execution of concluded contracts within the framework of the Domestic system of green investments;
    • promote the activities related to the effectiveness of energy, improvement of the energy use and the development of the power engineering based on the renewable resources;
    • manage affairs related to the implementation of the integrated licensing system, including the participation in the process of preparation best available techniques (BAT);
    • perform the tasks within the framework of environmental protection against the noise pollution and electromagnetic fields;
    • conduct the administrative procedures and provide the replacement for the Minister in the proceedings before the regional administrative courts in matters unreserved to the proprieties of other divisions, including matters concerning the:
      • Emission Trading Scheme, schemes of joint implementations and schemes of clean development mechanisms,
      • air protection,
      • environment protection against waste,
      • environment protection against noise and electromagnetic fields,
      • integrated authorizations;
    • manage affairs within the scope of the Minister’s supervision on the National Fund for the Environmental Protection and Water Management in the performance of tasks of the National operator of the system of green investments and on the tasks of Domestic balance and emissions management executed by the Environmental Protection Institute – National Research Institute.

    • assess, with regard to the conformity with the law, the correctness of redaction and legislative technique (formal – legal supervision), the drafts of legal acts, civil law contracts, agreements and civil law contracts templates, letters of attorney and authorizations as well as coordinate the assessments made by other divisions on the drafts legislations guidelines, bills, drafts of normative acts, schemes for the job posts of the Parliament towards the bills and international contracts, delegated within the scope of department interministerial consultations and on successive phases of the legislative procedure;
    • coordinate matters related to legal acts pursued by the European Commission and carried out by the European Commission within the framework of the EU-Pilot system;
    • coordinate the matters related to the infringement of the European Union law, pursued by the European Commission and carried out by the European Commission within the framework of the EU-Pilot;
    • coordinate the matters related to the participation of Poland in the proceedings before the Constitutional Tribunal of the European Union and the EFTA court;
    • manage the database including the information on the status of the transposition of the Internal Market Scoreboard in the Ministry;
    • coordinate the e-STEP electronic transposition system;
    • coordinate the matters relating the verification of Polish language versions of the European Union bills within the area of the environmental protection;
    • supervision of the lawfulness of the acts drawn up by the Supervisory Board of National Fund for Environmental Protection and Water Management, statutory bodies and organizational units supervised by the Minister;
    • supervision over the acts of law of municipal units with regard to the conformity to the law and the conformity to the policy of the Parliament, conducted with the co-operation of competent units and authorities subordinate or supervised by the Minister;
    • manage the cases within the scope of the re-privatization of sawmills;
    • interpret the regulations and issue legal opinions;
    • provide the replacement for the Minister and the Chief Executive before the Supervisory Administrative Court and common courts of law as well as prepare and make cassation appeals;
    • coordinate the matters related to the deregulation;
    • handing to be signed, registration and recording of the:
      • acts on internal management issued in the form of regulations, decisions and resolutions by the Minister or the Managing Director of the Ministry,
      • letters of attorney and authorizations awarded by the Minister, State Secretary or the General Director of the Ministry.

    • prepare the analysis and reports in order to create the priorities of the sustainable development, including the coordination of the department’s activities on the horizontal strategic documents within the scope of the management System of the development in Poland and the management of matters related to the coordination of the task list in the scope of environmental protection and water managements performed by the national budget entities from the funds of the National Fund for Environmental Protection and Water Management and the regional funds for environmental protection and water management;
    • program the instruments of the policy of the sustainable development, such as in the scope of effective use of resources, sustainable patterns of production and consumption, system of charges for the use of environment, system of the environmental management (EMAS), standardization and eco-labelling;
    • form the priorities for the Minister’s international policy in the scope of the sustainable development, and in particular initiate new directions and forms of co-operation;
    • coordinate of the negotiation process on the forum of the United Nations Convention on the climate change;
    • coordinate the performance of tasks in the scope of the development of environmental technologies and eco-innovation. including the implementation of the European system of Environmental Technologies Verification (ETV) and supporting of the foreign transfer of Polish environmental technologies;
    • participate in forming of the research-development policy of the department, including the coordination of the activities related to the statistical research;
    • coordinate matters within the scope of the Minister’s supervision over the research institutions;
    • manage and coordinate affairs within the scope of public assistance;
    • manage affairs within the scope of the Minister’s supervision over the Central Inspectorate for Environmental Protection, Institute for Ecology of Industrial Areas and the Institute for Environmental Protection – National Research Institute, excluding the supervision over the performance of tasks of the National Centre for Emission Balancing and Management.

    • supervision and control on the compliance with the regulation concerning work safety and hygiene as well as the anti-flooding protection;
    • perform social activity within the scope of administrating the Company Social Benefits Fund (excluding the accounting service);
    • conduct the cooperation with units performing substantive supervision on the units subordinate to or supervised by the Minister, matters related to establish, change or terminate the employment relationship of the managers of these units.

    • prepare the post-audit statement project of the Minister or the General Director of the Ministry, and prepare conclusions or recommendations heading for the removal of irregularities verified in the course of the inspection;
    • manage and perform the internal audit;
    • prepare yearly reports from the inspections and yearly reports from the internal audit, followed up by the conclusions resulting from them;
    • manage and coordinate tasks within the scope of complaints and petitions;
    • provide service for the Audit Committee;
    • provide the Ministry’s cooperation with the internal control authorities, in particular register the performance and post-audit recommendations of these authorities;
    • coordinate the inspection and internal audit within the scope of the department;

    • monitor the performance of tasks resulting from the settlements made by the top management of the department;
    • coordinate the arrangements for the Ministry’s, State Secretary’s and Undersecretaries participation in the plenary session of the Parliament and in the sessions of its committee;
    • coordinate the arrangements for the Ministry’s, State Secretary’s and Undersecretaries participation in the sessions of the Council of Ministers, Permanent Committee of the Council of Ministers, Committee for European Affairs, Committee of the Council of Ministers for Digitization, Joint Commission of the Government and Local Government as well as prepare, in cooperation of the units, the plans of activities for the committees of the Council of Ministers and the Committee for European Affairs, in the section concerning the environmental department, and monitor the performance of these plans;
    • prepare, in cooperation with the units, the offers to the register of legislative works of the Council of Ministers and the President of the Council of Ministers, in the section concerning the environmental department as well as prepare, in cooperation with other units, the register of the legislative works of the Minister, including the monitoring of the execution of these registers;
    • coordinate the performance of tasks related to the membership to European Union, including the participation of the Minister, the State Secretary and Undersecretaries in the decision process of European Union;
    • assess the projects of regulatory documents and the assessment of the effects of regulations to the projects of documents prepared in the Ministry;
    • coordinate affairs related to the Minister’s patronage over the events and ventures particularly important for the environmental protection and the sustainable development of Poland;
    • plan, upon mutual agreement with the Minister Political Office, prepare and provide formal service for the Minister’s, State Secretary’s and Undersecretaries participation in the international meetings inside the country and abroad;
    • plan and execute the information and media policy for the Minister and Ministry, including the coordination of the Ministry’s cooperation with non-governmental ecological organizations;
    • manage the correspondence sent directly to the Minister, State Secretary or the Undersecretaries without indicating the departments;
    • manage the General Chancellery of the Ministry, provide the circulation of documents between the external customers and organizational units of the Ministry;
    • provide the secretarial service for the Minister, State Secretary, Undersecretaries, General Director of the Ministry and Chief of the Minister’s Political Office;
    • manage the register of notifications from entities interested in works on the projects, pursuant to the Act of July 7, 2005 on Lobbying in the legislative process;
    • provide office facilities for the State Council for Environmental Protection.
