These were the main topics raised at the meeting of the representatives of the central government, local governments and water management specialists. A subsequent coordinating meeting concerning measures for the flood safety of Middle Vistula was held on the invitation of Jacek Kozłowski, the Head of the Mazowieckie Voivodeship. The event was attended by Stanisław Gawłowski, Vice-Minister of the Environment.

The Ministry of the Environment has developed draft guidelines to the Act on substances that deplete the ozone layer (SDOL) and certain fluorinated greenhouse gases (F-gases), which will introduce the provisions of the European Union in this respect to the Polish law. The regulations are to be adopted this year.

Emission allowances assigned to entrepreneurs

On 8 April this year, emission allowances for 2013 and 2014 were issued to the accounts of operators of installations in the EU Registry, subject to the ordinance of the Council of Ministers of 31 March 2014 on the list of installations other than installations producing electricity subject to the greenhouse gas emissions trading scheme in the settlement period commencing on 1 January 2013 together with the allocated number of emission allowances (Journal of Laws of 3 April 2014, item 439).

Adaptation to climate change discussed at the Convention of Marshals

The Busko-Zdrój health resort was hosting the 2nd Convention of Voivodeship Marshals, under the 2014 presidency of Świętokrzyskie Voivodeship. One of the subjects discussed at the meeting was the adjustment to climate change. The Polish strategy of adaptation to this phenomenon was taken up by the Minister of the Environment, Maciej Grabowski.

The Council of Ministers adopted an ordinace on free emission allowances for the power industry

On 8 April the Council of Ministers adopted an Ordinance on the list of installations generating electricity covered by the greenhouse gas emission allowance trading scheme in the settlement period starting on 1 January 2013, along with their assigned amount units. The publication of the Ordinance in the Official Journal is planned to take place this week, immediately after its signing by the Prime Minister.
